117 Tattoo Inks Pulled in Europe Since 2022 — and the Banned Pigments Weren't the Reason

We went through every tattoo ink safety alert in the EU database since 2022. The restricted pigments appear in none of them — but German lab surveys found Pigment Blue 15 to be the most frequent unlawful colourant, and 9 of 10 inks sold as "REACH compliant" failed testing. Corrected after publication.

Since 2022, European authorities have pulled at least 117 tattoo and permanent-make-up inks off the market. We went through every one of them.

The finding that surprised us most is what isn't there.

The banned pigments aren't what's getting ink pulled

When REACH restricted Pigment Blue 15:3 and Pigment Green 7 from January 2023, it was the story of the decade in European tattooing. Artists rebuilt their palettes. Suppliers reformulated. Blue and green got hard to buy.

Neither pigment appears in a single one of the 117 alerts.

We searched the EU Safety Gate database directly for "Pigment Blue 15:3" — zero results. "Phthalocyanine" — zero. "Copper phthalocyanine" — zero. "Pigment Green 7" returned exactly one hit, and it is a children's face paint set, not a tattoo ink.

In the alert database, the restriction that dominated three years of trade conversation has produced no visible signal at all.

But that is a fact about the alert system, not about the ink. National laboratories tell a different story, and we have corrected this article to say so — see the correction note at the end.

What is actually in the recalled ink

Heavy metals, overwhelmingly. Counting how many of the 117 alerts name each substance:

  • Lead — 43 alerts
  • Arsenic — 34
  • Cobalt — 28
  • Nickel — 26
  • PAHs / benzo[a]pyrene — 15
  • Naphthalene — 13
  • Copper — 12
  • Benzisothiazolinone — 8
  • Aromatic amines — 5
  • Formaldehyde, antimony, diethylene glycol — 4 each
  • Microbiological contamination — 2
  • Mercury — 0

Lead, arsenic, cobalt and nickel together account for more than half of all substance mentions. These are contamination and raw-material problems, not colourant-choice problems — which is to say the industry spent three years reformulating around the wrong risk.

Some of the wording is blunt. On a French alert from June 2026 concerning World Famous Tattoo Ink "Limitless":

"The product has an excessive concentration of diethylene glycol (DEG). Diethylene glycol can be fatal as it seriously damages the kidneys and the nervous system."

American ink is the most-flagged origin in Europe

Of the 117 alerts, country of origin breaks down as:

  • United States — 47
  • Spain — 23
  • China — 9
  • United Kingdom — 4
  • Germany, Israel, Sweden — 3 each
  • Unknown — 11

US-made ink is flagged more than twice as often as anything else. Brands recurring across multiple years and multiple notifying countries include World Famous Tattoo Ink, Eternal Ink, Kuro Sumi, Quantum, Dynamic Color and XTREME.

That is not a claim that these are bad companies. It partly reflects that American ink dominates the European market, so it dominates the sampling. But if you are a US artist assuming the products on your bench are unremarkable, this is the data saying European regulators disagree.

Enforcement is a lottery, not a dragnet

This is the part that should temper any conclusion drawn from the numbers above.

Only nine EU member states have ever filed a tattoo-ink alert in this period. The other eighteen have filed nothing at all. And the nine rotate almost completely year to year:

  • 2023 — Sweden filed 19 of that year's 30
  • 2025 — Luxembourg filed 10 of 33, all of them in April
  • 2026 — France filed 10 of the year's 19 so far

That pattern tracks which national laboratory ran a campaign that year. It is a map of testing budgets, not a map of where bad ink is. An ink sold in a country that has never sampled is not a safe ink — it is an untested one.

The measures also tell you something. Withdrawal from market accounts for 78 of the actions and removal from online marketplaces 30, but recall from the people who actually bought it happens only 13 times. These are professional products; once a bottle is on a shelf in a studio, the system largely does not chase it.

What this means at your workstation

The practical read, if you work anywhere the EU restriction applies:

  • Check the bottle, not the pigment name. The alerts are driven by heavy-metal contamination, which you cannot see, cannot infer from a colour, and cannot avoid by choosing a different shade.
  • A batch matters more than a brand. Alerts are raised against specific products and lots. The named brands above have compliant products too.
  • "Never been recalled here" is not reassurance if your country is one of the eighteen that has never tested.
  • Safety Gate is public and searchable. If you want to check what you have, the database is linked below.

How we counted, and what we cannot promise

Safety Gate has no category code for tattoo inks — they sit inside the general chemical-products group — so the only way in is full-text search, and its recall is imperfect. A search for "tattoo" missed twelve permanent-make-up alerts that a search for "permanent makeup" found. We built the set from six overlapping queries, deduplicated, and then pulled all 117 detail records individually.

117 is therefore a floor, not a verified total. There may be further ink alerts under product names none of our queries reached. We are not going to present it as exact.

Two further limits worth stating. The substance counts reflect how each authority worded its risk description, not independent lab results — we counted language, not chemistry. And the year buckets are publication dates, so a few alerts published in 2022 carry 2020 or 2021 reference numbers.

Correction, added after publication

This article originally said the restricted pigments "aren't what's getting ink pulled" and left the impression they had largely disappeared from the European market. Further research showed that impression was wrong, and we would rather say so plainly than quietly edit it.

The pigments are being found. They are just not being found by Safety Gate.

  • Germany's CVUA Karlsruhe laboratory surveyed tattoo inks in 2023 and reported that 63 percent had material defects — and that CI 74160, Pigment Blue 15, was the single most frequent unlawful colourant it found.
  • A peer-reviewed study published in Analyst in October 2024 tested ten inks marketed as REACH compliant. Nine failed. Pigment Green 7 was present in four of them, Pigment Blue 15 in two.

Why the gap? The most defensible explanation is analytical rather than political. That same study notes Raman spectroscopy "cannot distinguish between different Blue 15 polymorphs" — so proving a Pigment Blue 15:3 violation to an enforcement standard is genuinely difficult, while heavy metals are straightforward to measure by ICP-MS. Enforcement finds what enforcement can prove.

The corrected reading is this: the restriction does not appear to have removed blue and green from the European market so much as pushed that part of the market into non-compliance that routine alert-based enforcement is not catching.

One caveat on our own correction. Germany's national tattoo trade body says the palette problem resolved during 2022 and that artists now have an adequate choice of legal colours. That does not sit comfortably alongside the lab findings above, and we are not going to pretend the evidence reconciles. It does not.
