Italy has no national tattoo law. The Istituto Superiore di Sanità states it plainly: tattooing is not currently regulated by specific national legislation. What exists at national level are two Ministry of Health circulars from 1998 — guidelines for carrying out tattooing and piercing safely. Circulars are guidance, not statute, and you will see them described online as "the Italian tattoo law", which overstates what they are. Regulation proper sits with the Regions, and most have not legislated: as things stand only four — Toscana, Friuli Venezia Giulia, Marche and Lazio — have their own specific laws, and not every Region has even formally adopted the 1998 guidelines. The practical consequence is that two Italian studios in different Regions can be under genuinely different obligations, and in some Regions the binding requirements are thin. A technical working group was set up at the Ministry of Health in 2018 to replace the 1998 guidelines with unified national rules; that work has not produced binding national legislation. Ask the studio which Region's rules it works under, and contact the local ASL (health authority) if you want to check.

How old do you have to be?

Because Italy regulates this regionally, there is no single national age. The general position is that a person under 18 may not be tattooed without the informed consent of a parent or guardian — but several Regions go further, and the differences are real rather than cosmetic. Toscana prohibits tattooing anyone under 14 at all, so no parental consent will help there. Sicily prohibits tattooing anyone under 18 outright, which is closer to the British rule than to the rest of Italy. So the honest answer to "how old do I have to be in Italy?" is that it depends which Region you are standing in, and you should ask the studio directly which rule applies to it. Do not assume that because a friend was tattooed at 16 in one Region, the same is lawful in another.

What inks are legal here?

Tattoo inks here are covered by the EU-wide rules. Ink is governed EU-wide by the REACH restriction: non-compliant inks left the market on 5 January 2022, and Pigment Blue 15:3 and Pigment Green 7 became unusable on 4 January 2023, taking a large part of many artists' colour range with them.

Inspections, and what to do if something goes wrong

Oversight is regional, carried out through the local ASL. Because adoption of the 1998 guidelines is uneven, what is actually inspected varies between Regions.

Concerns go to the ASL (local health authority) for the area the studio is in, since there is no national regulator for this activity.
