What inks are legal here?
Tattoo inks and permanent make-up sold here must comply with the EU REACH restriction, which caps or bans around 4,000 hazardous substances in ink. It regulates the INK, not the act of tattooing — it does not make any tattoo illegal. Non-compliant inks could no longer be placed on the EU market from 5 January 2022. Two very widely used pigments, Pigment Blue 15:3 and Pigment Green 7, were given one extra year and became unusable from 4 January 2023. Because those two pigments are also mixed into many greens, blues, purples and other shades, artists reported large parts of their colour range disappearing rather than just one blue and one green. If you are comparing a colour piece here against photographs taken before 2023, or against work done outside the EU, the palette available to your artist is genuinely different — ask them what they can still mix.

What we have not confirmed
The EU ink rule above is directly applicable in every member state, so it is confirmed for Luxembourg. What is NOT yet confirmed here is Luxembourg's own national or regional rules on studio registration, hygiene inspection and the minimum age for tattooing — those are not harmonised across the EU and differ country by country. We would rather leave this blank than guess at the law that applies to you.
