Tattoo law in Pennsylvania

Is this studio licensed?
No licence exists at this level
Pennsylvania does not license tattoo studios or tattoo artists at state level. There is no state registry, no state artist card, and no state inspection programme for tattoo shops. That surprises people, and it is worth being clear about: a Pennsylvania studio being "unlicensed by the state" is not a red flag, because no such state licence exists to hold. What DOES exist is local. Philadelphia and Allegheny County (Pittsburgh) run their own health department requirements, including bloodborne pathogen training, and other municipalities may impose their own. So the real question here is "what does this county require?" — ask the county or city health department where the studio sits.

How old do you have to be?
Pennsylvania allows a person under 18 to be tattooed, but only with the consent of a parent or guardian AND with that parent or guardian physically present during the procedure. The presence requirement is the part people miss — a signed form left at reception, a phone call, or a photographed ID is not enough under the statute; the adult has to actually be there. The same rule covers body piercing done for compensation. Note how different this is from the United Kingdom, where nobody can consent on a minor's behalf at all.
If a studio breaks this: A first offence is a misdemeanor of the third degree. A second or subsequent offence within one year is a misdemeanor of the second degree.

Inspections, and what to do if something goes wrong
Because there is no state programme, complaints about hygiene or practice go to the county or municipal health department for the area the studio is in.
Proposed — not currently law
House Bill 1180 of the 2025–2026 session would create a state registry and licensing scheme for tattoo and body-piercing artists, administered by the Department of Health, with annual renewal and an approved bloodborne-pathogen course. IT IS A PENDING BILL AND IS NOT LAW. We flag it because several commercial sites already describe this scheme in the present tense as though it were in force — it is not, and nobody in Pennsylvania currently holds a state tattoo licence.

Per-county requirements beyond Philadelphia and Allegheny County have not been surveyed. The state has no ink-specific rule recorded here.
