Is this studio licensed?
Licensed at state level
Texas licenses tattoo and body-piercing studios at state level through the Department of State Health Services, and — unusually, and very usefully — it publishes a free public licence search that anyone can use with no login. You can look a studio up yourself by owner name, licence number, city or county before you book. If a Texas studio does not appear in that search, that is a real and checkable warning sign, in a way it would not be in a state like Pennsylvania that has no register at all.

The DSHS Environmental Sanitation Inspections Branch carries out on-site inspections of tattoo and body-piercing studios for compliance with state and local rules.
Complaints go to the DSHS Consumer Protection Division, which licenses and inspects these studios.
What we have not confirmed
The Texas minimum age and parental-consent rule has not been read from the statute yet and is deliberately left blank rather than assumed from the neighbouring states. Ink rules not recorded.
